Rockwall Leadership 2008
Fundraiser to Support CERT
 (Community Emergency Response Team)
RCCUF
(Rockwall County Canteen Unit Fund)
Leadership Rockwall Class of 2008 has partnered with the CERT team to provide funding, RCCUF, to ensure the physical and mental condition of Rockwall County First Responders at the scene of an emergency is protected. This funding will provided needed shelter and supplies at the scene of an emergency.
The CERT program helps train people to be better prepared to respond to emergency situations in their community.  When emergencies happen, CERT members can give critical support to First Responders, provide immediate assistance to victims, and organize spontaneous volunteers at a disaster site.
Recent studies have concluded that a properly implemented emergency incident rehabilitation program will result in fewer accidents and injuries to First Responders. Responders who are physically and mentally depleted are more likely to adversely affect the safety and integrity of the operation.
First Responders are charged with protecting residents and properties throughout Rockwall County.  The physical and mental demands associated with firefighting and other emergency operations, coupled with the environmental dangers of extreme heat and humidity or extreme cold impact the safety and health of the individual emergency responder.  First responders who are not provided adequate rest and rehydration during emergency operations or training exercises are at increased risk for illness or injury and may jeopardize the safety of others on the incident scene.  When they become fatigued, their ability to operate safely is impaired.
A successful rehabilitation program will improve the morale of the department and increase the level of productivity.  It fits into the framework of the Incident Management Systems (also known as Incident Command Systems or ICS) used by fire departments, emergency medical services, hazardous materials response teams and special rescue teams across the country.

City of Heath Leaders Visit Congressional Leaders
During National League of Cities Conference
Heath, Texas, April 28, 2008 -- City of Heath Mayor Pro Tem Karen Lewis, Councilmember Robert Hille and City Manager Ed Thatcher met with several congressional leaders including U. S.  Representative Ralph Hall and U.S. Senators Kay Bailey Hutchison and John Cornyn in Washington D.C. last month.
The meetings were held in conjunction with the City of Heath's participation in the Annual City Congressional Conference of the National League of Cities (NLC). As the oldest and largest national organization representing municipal governments throughout the United States, the NLC is an advocate for strengthening and promoting cities as centers of opportunity, leadership and governance.
“Our participation in the NLC conference and meetings with our congressional leaders were very constructive,” says Mayor Pro Tem Lewis. “It was a great opportunity to share information about the City of Heath and our goals and needs as we take a pro-active approach to our community's growth.”
